Artifacts During Video Playback

I get strange red and blue dots that randomly flash all over the place when viewing video files. It seems to happen with everything - wma, mpg, divx. I know it's the card because it goes away if I swap out to an older Radeon. There are no other issues with this card at all. It works fine in 2d and 3d, not overclocked, stock everything.
I can't really capture video playback in a screenshot (or at least can't find a way to), but it just looks like red or blue dots, maybe 5 or 6 pixels, over the screen. They only last for 1 frame at a time but are constantly appearing randomly over the video, anywhere from 1 to 20 at a time. It seems to happen more often in dark videos or places with lots of action and fast movement.
I'm using latest drivers and everything, and this happens in every video player I've tried.

You may want to try to either Under Clocking the 9800 card or
change the AGP setting from 8x to 4x and see if the problem
goes away.

If it does, it is either a HEAT issue or a LOW POWER issue.

It's running at 4x and still having the problem. Wouldn't a heat or power issue cause problems in 3d apps? I have a 450w psu which is plenty for this pretty old system. Nothing in the computer is overclocked and everything is stock.

I have just started getting red and blue dots in video playback aswell. No matter what the file type is or what player is being used.

the red and blue dots appear more in dark area's aswell.

Im running a 6800GT AGP running stock. I have never overclocked the card or anything like that. Playing games are fine, apart from the cut scenes and intro's.

I have tried a clean install of XP and the problem is still there.

I don't think it's a power issue as im running an antec 480watt with 28amp on the 12v rail. which is more then enough.

i bought my card last september so im thinking of RMA it back to ebuyer. Would they accpet the rma for the card if it has problems with video playback?, it;s just the only thing i have ever had to sent back was a mouse lol.
