Arg computer won't even power up..

Just finished building a comp with these specs:

P4 1.8A
Gigabyte GA-8IRXP mobo
MSI Geforce 4 ti4400
350 watt Enermax power supply
256 mb kingston pc 2100


I got everything hooked up, and connected the keyboard, LAN, monitor, and power cord. Nonetheless when I turn it on, the LAN light lights up. Then when I go to press the power switch, the cpu fan turns on for all of one second...I'm going to switch out my power supply and see if that's the problem but I really hope not as I only have a 250 watt from my old comp. Please help!! Thanks!

Tried the 250 watt supply and same results...as an addendum, all of the fans (case, cpu, video) turn on for bout a second EXCEPT for the power supply fan. I have also reseated the video card in case of a short or something but the fan does turn on... What's wrong??
 
Some mobos will not start if you don't have the CPU fan plugged into the proper fan header. This is to prevent frying the CPU. I don't know if yours has this feature but that sounds like your problem.
