Overall, I think UT3 sucks. The UT3 basic game play isn't bad and the movement feels pretty good, but the overall package sucks. In terms of everything that surrounds the game play--the user interface, the server browser, etc., it's like going from a loaded Lexus to a stripped down Yugo. Were you around when the UT3 game was released? It was released as an unfinished, buggy beta with a barely functional and completely featureless server browser; you couldn't even add servers to a list of Favorites!
UT3 has other problems besides just the user interface and server browser. You can't throw weapons in the game (WTF?). The translocator still has a throwing limit (lots of people in the UT99 pro community complained about that). The vehicles do not feel right and you can't have a first person view, which is a problem in the Raptor. The addition of that Necris vehicle that lays the mine pods that can't be destroyed was a huge mistake. Also, you can't set keybinds for communication and taunts anymore and it no longer has location ID tags (Enemy Flag Carrier is here--blue base).
Ok, so the UI sucking has been established. I don't see how that brings down the entire game with it if one component of the game is bad. In addition, it's a part of the game that can be fixed. Try out Mapmixer for an alternative PC UI.
Also Invasion RPG is an excellent gametype and shows the if anyone redeems UT3 it will be the mod community.
As for the player base, there has been a migration in the general player base from fast paced arena shooters to slower paced CS quasi-realistic games. In addition, with every UT game a portion of the player base stays behind with the previous game. Thats why the UT population is pretty evenly split between UT99 and UT2004.
I still think that gameplay wise UT2004 is the worst of the series by far. It's floaty movement and underpowered weaponry was just atrocious. I haven't played UT2004 in months now, but I alternate between UT99 and UT3 weekly. My UT99 folder is so loaded with mods after all my years of playing it that it's about the same size at UT3 at 10gb.
Speaking of UT99, I use an experimental D3D9 renderer which adds really nice bloom and bump mapping effect to the game. In fact in terms of lighting it looks nearly as good as UT3. It's called enbseries and you can use the Deus Ex version along with this driver
