Shotguns are not banned. However, shotgun shells loaded with flachettes are banned. Flachettes (sp?) are small, thin needles that are very effective in piercing woven armor (like kevlar) and can be packed into a shotgun shell. The problem is that they "fish hook" inside the body. They twist, turn, and literally tear up your insides. They tend to wound and incapacitate rather than kill. You can take a flachette in the shoulder, and it can end up in your groin.
