You mean a EMP generator that can actually damage electronics in any meaningful range? Unlikely unless you resort to microwaves which can be directed as a beam. You need massive amounts of power that can't be generated by conventional means.

A Tesla coil will fry embedded circuits that are too close to it, but it's not a pulse device.

You can build one basically as big and as powerful as you'd like. Put it in google to find out how.

Be ready to spend a few hundred to get a transformer for it, though.
