I'm an RA at virginia tech and the policy here is pretty lax - as long as you're 21 you can drink in your room all you want. You can't drink in common areas, ie. suites and TV lounges, and if your roomate is underage you can't have more than one open container in your room at a time. Is any of this enforced? Not really, unless a resident is being an idiot already or is disrespecting the RA by drinking in the hallways or something. Personally I couldn't care less if any of my residents drink, of age or not, as long as they respect each other and keep it private. Most other RAs feel the same, probably.
