Do you have any sites that you recommend that allow a person to scan and remove detected spyware (without installing any software)?

Have you tried using Hijackthis? It's just a stand alone executable, that you can choose what you want to uninstall. Although I'm not quite sure if you'll need an admin account to "remove" the entries.

Hate to say it but they're probably right. You pretty much only get spyware from "non work related websites"
But to answer your question I'm not aware of any web based spyware removal programs... only antivirus programs.
You could try to manually remove a lot of the spyware though... by deleting temp internet files, startup folder additions, unknown items in HLKM\Software\Microsoft\Windows\CurrentVersion\Run and \RunOnce, etc.

That's pretty rude of you. Why don't you just do your job and stop being a prick about it to your IT guy?

Edit: It's not an "online" scanner; it's a "download and install" scanner.
If you have a USB thumb drive, you may be able to run several anti-spyware programs from there. Such as: Pest Patrol, maybe also: AdAware, Spybot. Or, just unplug the ethernet cable, install an anti-spyware program (temporarily), run the scan, then uninstall.
Also, try Webroot's "Spy Sweeper" or Microsoft's beta version "AntiSpyware".
However, if the IT guy has disabled any "unauthorised" software installing, you could maybe use a bootable CD, such as "Bart's PE":
