Are there any examples of non murdering Facists?

Are their any examples of Facist leaders or governments that didn't go around murdering people and being total thugs? I can't think of any, and maybe being a murdering thug is the only way for a facist to come to power, but I wonder...

On the other hand, I can't think of any non murdering Commie leaders... must be late...

FDR was a non murdering commie, he just put people into camps.

I don't know. It didn't take Bush long to invade Iraq and kill thousands there.

Really, an interesting question. As far as I know, fascism is what I'd call a "modern" phenomonum. Only two governments were labeled "fascist." Sorry about spelling here, but I think it was Szvignew Brezhinski (Kissinger's good twin brother in foreign policy) who wrote about totalitarian governments. His conclusion was that, right or left, they employed much the same methods. There were four elements to the control. The one I remember is "control of communications." Try that in a contemporary society. If I'm right (no pun intended) and there were only two fascist governments, it's a pretty thin sample for a conclusion. They were killers. But let's not forget Stalin and the Kamer Rouge (again, apologies for spelling.)

Italy, Germany, Spain, Portugal all had a brushes with facism. Probably a few more out there as well.
