Are there any certifications you must have to be a debt counselor?

My sister is looking into starting a part time business that would basically help college students manage their finances and, if necessary, eliminate their credit card debt. As far as I can tell, because she wouldn't be giving investment advice nor (necessarily) legal or tax advice, I can't think of any real certifications that she would have to have in order to get started.

I know that if she started getting into investments, or any other long-term finanial planning for adults, she'd be looking into a CFP designation along with the Series 63/65 exams, maybe the Series 7, etc. But I don't think she'd need any specific certifications if she's just preparing budgets and similar tasks.

Any ideas?
