Are the tensor cores in 2080 ti usable to train our own AI networks?

I hope they are not locked in for use only by first party vendors? So with the cards now released, are the tensor cores on them usable by us for our AI training purposes using CUDA?

If the past dictates the future they'll probably withhold the function or limit it's functionality so it doesn't compete with the Quadro line of cards.

You've probably been to the Cuda 10 page already. If not it might have some info?
