I could be wrong about this ;) but you're saying FuseTalk was php (now and before?).... Thought it was coldfusion.

It is crapfusion. But what languages are available to write it in? Crapfusion, php, perl, and .net are the biggest ones, IMO. Since it's a bunch of a MS fans running the site, .net is the logical choice. ;)

Hopefully they know .net better than they know the technologies they have in place now. :D

Does ASP.NET need the .NET framework installed on client machines or is that a function of the features actually being used by the web site?

not necessary on client machines. for an example go to www.anandtech.com (which already is .NET) on a machine that doesn't have the framework installed.
