Question Are My GPU Settings The Problem?

I have a Logitech C270 webcam that stutters despite my efforts. I tried another webcam, with the same stuttering. My wife's $600 computer has no problems with either webcam with it's integrated graphics. My system: Nvidia 2070 Super, intel i7 9700KF, 32 GB memory, intel SSD
PEKNW010T8, Asrok Z390 Phantom MB. Thanks for any thoughts.
 
Have you tried another USB port? Though the C270 is only USB 2 from what I am reading.
 
Yes, I've tried every USB port. Two of them are USB 3.0. Some Google hits recommended "turning down GPU hardware acceleration." My card has a slider from performance to quality. I've tried each option without luck. I've tried turning down the resolution of the webcam too. My card's software(Nvidia control panel) has a long list of options to tweak. I really don't know which ones, if any, would effect the stuttering. Thanks for the reply.

I'm using Windows 10. If I just click on the camera application and use the camera on myself, it stutters. I've used zoom and Webex software with stuttering.

Nuke the nv drivers with DDU and install latest, would be my next step in the flow chart.
