are imcomplete downloads, ddc transfers and lost msn zone connections problems on my end or isp?

my download speed is fine but for some reason, I often get disconnected from the msn zone server, have imcomplete downloads or dcc tranfers from mirc stop for no apparent reason, I have tried 2 different nic cards and formatted and installed the lastest updates on my win98se but this is still happen. Is there a problem with my cable modem or is it the provider end causing the problems?

my pac bell dsl was doing this for about a day, most annoying thing in the world, i never did figure out what was wrong though, it just worked the next day.

Lots of people all over the country are having this problem including me:|. I think it is attributed to the code red virus.

m1ke101, you're pretty lucky if it only happened for one day, it's been like this for a few months now for me, and i know charter pipeline isn't the best cable service, but now that I have more choices in my area, i'm thinking about switching to dsl extreme or maybe surfcity dsl. I haven't been able to download a single anime without getting a dcc transfer incomplete.
