are dogs smart enough to ration food?

I can totally see my lab doing this. She is a pig. The dog eats all of her food in about 15-30 seconds. She acts like she's starving all the time, but we're feeding her according to the dog food instructions and our vet's.
 
Have two dogs - one who swallows anything whole without thinking - it's an instinctual "I'LL EAT ANYTHING IN FRONT OF ME, NOW!!!!", while my other dog (poodle mix, obviously more intelligent but not a warrior) routinely hides food. I find half eaten biscuits everywhere..
