Are "cheap" stand-alone video capture cards any good?

I'm looking to start capturing video from my TV and VCR in .AVI or MPEG2 then encode that into DivX(MPEG4). I was looking at a video card with VIVO capabilities, but no cards really caught my eye and fit within my budget.

So I started to look at stand alone cards. Mostly from Dazzle. I was looking to spend no more than $60, but the less the better. Are there any cards that can capture in a decent resolution(~720x480 or 640x480 etc.) in .AVI or MPEG2 format and not cost an arm and a leg? Or should I just get a video card with VIVO capabilities built-in?
