Japanese brand for me (white thick paper bag with red prints, red plastic handle), or other Chinese ones, no cheapass middle eastern basmati or crappy southeast asian jasmine.

Yeah, I've read about that, it's difficult to get right.. IIRC you boil the rice and then just let it keep cooking till all the water boils out.. the outside of the pot is crispy and the inside is still soft... You have to add butter at some point...

any idea where you read about it? i've been googling, but i'm obviously not using the right keywords to find it.

I've had something like that in Korean restaurants. The rice is made and served in stone bowls and develops a crust when cooking. I've also made barbecue rice balls which gets a similar crust; just form cooked sticky rice into baseball size balls and grill until it forms a crust. Pour a little soy on it once you take it off.
 
Jasmine. The kind you buy at Asian grocery stores... the one with the 3 ladies on the front. Don't know the name though.
