Are all Mobile XPs unlocked?

Is every variety of the Mobile XP unlocked?
Also, can these handle a 400mhz fsb from the starting 266? Of course keeping the multiplier/speed in line.
I'm looking for a new processor.

The mobile Bartons definitely can. The lower ones might not, but should, especially with a low multiplier.

I've seen some go as high as 250 FSB. The motherboard and the RAM is really the limiting factor.
