Would it help with overclocking temperatures to apply this on a new one to clean it, or do you only need it if there was thermal paste from before on there?

Generally it's best for removing thermal goop that was previously installed. Once in a while, when I want the best temperatures possible, I clean it before my first installation anyway. It tends to remove some junk anyway - especially the second bottle (thermal surface purifier). I've had far better results with ArctiClean than with 99% Isopropyl Alcohol.

Artic Clean is awesome and cheap too.
It also lasts a LONG time even for users that remove cpus often like I do.

just use a coffee filter & a few drops of 99% pure isopropyl alcohol. Works fine...without lint.

What exactly is in that bottle? It smells like citrus degreaser, but supermarket citrus degreaser doesn't dissolve thermal paste nearly as readily.

I used to use CK One years ago but I've switched to L'eau Par Kenzo. Much better.
