Arctic Cooling SS4 Good enough for a P4 3.0HT?

So the stock Intel HSF in my parent's computer was getting loud, and I was going to suggest an AC SS4 Ultra TC, but after reading several reviews it seems that the SS4 will barely provide enough cooling for such a processor at load. In the Madshrimps review, for example, a 2.8GHz P4 reached 50C in tests at load. However, our 3.0Ghz unit is certainly hotter, and the Antec case that it is situated in only has 2 80mm Arctic Cooling fans for airflow, disregarding the PSU fan. So the case only has about 27CFM going in and out of the case. In the Madshrimps review, their tested Lian-Li case had 2 intake fans and 2 exhaust fans, in addition to AS5 on the HSF, and the P4 2.8Ghz still reached 50C. So in our case, out P4 3.0 would likely top 55C and may even come close to 60C. Is this temperature safe for prolonged operation of a 3.0GHz Northwood 130nm? Also, at such high temps, the AC SS4's fan would certainly throttle to its max (~2500-3000 RPM), so what kind of effect would this have on noise?

So would this HSFbe adequate? Any better suggestions for an inexpensive, easy-to-mount, very quiet P4 Socket 478 HSF?

The Freezer 4 looks good, I was looking at that anyway since it is only $7 more than the SS4 Pro and cools much better, but shipping @ SVC is not that good
The XP-90 is overkill IMO, there is no way I'm gonna convince parents to OC the CPU :(
The Cooler Master is also a little overkill IMO, no need for 4 heatpipes and heavy all copper construction in a stock P4.
And as for the Katana, I haven't really read up on this HSF, but I will go do a little research.

Does anyone know if the AC Freezer4 uses the stock Intel HSF mounting mechanism for S478? Does it need a backplate or anything else extra?

Well considering the Freezer 64 (nonPro) uses the default K8 retention module, I think the Freezer4 will probably use the default (review here: http://www.extrememhz.com/freezer4-p1.shtml )

Katana should perform about the same as the Freezer 64 Pro though but you would probably need to remove the mobo to install.
Oh yeah, the Freezer4 is also pretty overkill with the heatpipes but those are the only ones that are quiet but still do their job correctly.
