I wouldn't say its the best, but it is good. check out 2cool's test Nearly 10 C better than stock HS, but still a couple degrees below the best.

But 2cool also did say in his original test that that cooler gets HOT to the touch.

This means it is very efficient. If only it were made bigger...then it would be the best.

makes sense to me. Its really not the mass that is of critical importance. The overriding factors are surface area, and air flow. so, if there were more, finer "fins" to it, then it would be more expensive, but could get the same performance as a version that was just flat out larger (easier to manufacture, tougher to fit because of spacing issues, and uses more material).
