Do you have to have hardware similar to apples to make it work? Or can I slap it on a dell and get the provided drivers to work somehow? what about the applications? Does matlab, etc work on it or have they not been recompiled yet.

are you asking in OSX based software can run on a x86 machine? (and MATLAB is definately available in x86 flavors)

OS X will be locked to only Apple hardware, at least until the arrr matey crowd cracks it. Drivers will also be a problem if you live the sailor's life.

I am asking if someone obatained the new 10.4.3 OSx86, could you run it and does software exist for the OSx86. My guess would be the software isn't available yet, but maybe it works?

They'll use some kind of hardware (probably furnished by Intel) to lock OS X to Apple hardware.

Yeah, for about the extent of 3 or 4 days. Apple still gets their HD's from Hitachi, WD, Maxtor, etc. They still get Drives from NEC, Benq, Lite-on, etc. They still have video cards from ATI or Nvidia. My point is, you can match up the equipment on the inside pretty close except for probably the motherboard, which you can bet there is going to be some chip to lock it in. However, as was mentioned the arr matey crew will have that taken care of in short order.
