Apple iCloud back-up confusion

As the title says, i am kinda confused about the whole thing and starting to hate it.

For the past few days, the iCloud app i have installed on my PC insists my cloud is almost full, apparently i am only left about 470MB out of 5GB free space. The rest of the space is taken by the back-up, there is however no way for me to check, what exactly is part of that back-up or let me delete some part of it to free some space. It just shows up as a yellow "stripe", period.

I suspect it may be down to photos being backed-up, but thats another thing i dont get. I have it set up to download photos to my computer - downloads folder of the iCloud Photo app. For some time though, no new photos show up there. Right now i have there about 170 photos, while about 780 on my phone. Last downloaded photo there is from 15th june 2015, while last photo i have on my phone is from yesterday....

So lets recap. It does upload your photos to cloud. They should be automatically downloading to computer but for whatever reason they dont (anymore). I dont even know how to access those photos at iCloud, if i cant see them downloaded to computer. I would be hoping it would work like Dropbox, that it would download them to computer and if i delete them, they would be gone automatically from cloud too... if i login to my iCloud via browser, it says my iCloud Photo Library is empty... so what the hell? How the hell this mess works? Whats the content of that back-up then if not photos? I barely use any apps, its certainly not back-up of those. And music library is apparently not backed-up this way....

Can anyone please enlighten me?

On your iDevice, go to settings, general, storage and iCloud usage followed by manage storage under the iCloud header. You can then check what is using the storage space.

I can delete backups on iCloud from my iDevice.

What do you see if you log-in to iCloud.com on your computer?

On you iDevice, you can go to Settings > Photos and see if it has stopped uploading to iCloud Photo Library (usually due to storage limitations).
