Apple DST update

I recently updated a Mac to 10.3.9 and applied the DST update provided by apple. The problem is that when I set the time to March 11th at 1:59 AM, to see if it jumps forward to 3am, it only works correctly half the time. When it does not work properly it jumps back, rather than forward, an hour. Has anyone else experienced this? Thanks in advance.
 
You probably arent going to get much help for your issue in "General Hardware"

You might have a better chance in "Operating Systems" or "Technical Support"
