apllication: WINE for Linux installation?

i'm posting this on behalf of my friend.

we were installing WINE on his computer (RedHat 7.1 in KDE) and we got stumped by it saying it "requires wprocs.dll" and dll is of course a windows file because WINE is just running Windows inside Linux....
i checked my XP and my 98SE for that file and it doesn't exist, there is no forum for WINE so i'm asking you guys

do you know what is wrong?
