APA Citation question

For my argumentation class I have to prepare a debate complete with outline and APA parenthetical citations and am having a problem figuring out how to cite the Patriot Act (the subject of the debate).

I've googled all over and can't figure it out. Any ideas?

The latter is more detailed, but both seem to be correct (found both on Lexis). Disclaimer: I don't use APA often, so YMMV.
