APA Citation question

For my argumentation class I have to prepare a debate complete with outline and APA parenthetical citations and am having a problem figuring out how to cite the Patriot Act (the subject of the debate).

I've googled all over and can't figure it out. Any ideas?

I would cite it as a non-print internet journal article (if you got the information off the internet). I hope that helps.

The latter is more detailed, but both seem to be correct (found both on Lexis). Disclaimer: I don't use APA often, so YMMV.
