It's usually a pre-paid debit/credit card not pre-paid ATM.

Can't you just pre-pay any credit card to make it pre paid? If i sent in a 10,000 payment to my credit card, my balance would be negative, and effectively prepaid?

is there such thing as a prepaid Visa or Mastercard?
By that, I mean something that is not tied to your Social Security Number or ID. You would purchase it like a phone card.
