I think he's asking if there is a spreadsheet that recommends hardware for a build based on the software you plan to use.

In short - not that I know of. One of the problems is, software & hardware change so frequently that it'd be a nightmare to keep up with all the new stuff & requirements.

Basically just look around for benchmarks with your required software and find what hardware performs acceptably. IE - there's no need for a 4GHz quad-core CPU to run a single-threaded application.
 
Oh well then in that case your out of luck. Even if your talking the best of the best for software applications there will still be a large range of availible products for each catigory of hardware.
