Anyone remember name of this naval stratagey game?

I was trying to remember the name of it, and I'm sure someone on atot probably played it too. Any ideas?

Made in mid 1990's. I think about 1996.
Had a flagship carrier that improved with each mission.
Could improve subs, carriers, and battleships to super subs, carriers, battleships.
Had to improve tech of city to make better ships.
Had to use expanded memory to run it.
Ummm obviously was a dos based game for PC.
The company used the same engine to make other games, I remember one was fanatasy based.


NOT Harpoon or Battlefleet 1999.

 
I used to play this game called strike fleet, it was CGA so it was all purple. I think it was way earlier than 1996 though.
 
Anyone remember that board game where each side had a fleet of ships and a submarine launcher that launched plastic disks at your opponent?
