at the expense of, say, mobility. in that case then, yes, a heavy vest would work well. 🙂
 
I've worn one for several years nearly every day since September 2001. They can be uncomfortable from time to time, but overall not that bad. In the cold, they keep you pretty warm in the absence of a jacket but in the hot weather in the middle of an intersection directing traffic around an accident scene, they can really suck.
