From this YouTube video, what it looks like is computer virtualization for the general public. And the running instance is accessible via a dynamic public IP address for management and/or serve clients if its running the appropriate software. I could get a static IP address by choosing to use an elastic IP address associated with the instance.

Yeah, a lot of people are using it now. It's really nice, just if you're playing around with it, remember to shut your instances down when you're done or they keep billing you.
