Anyone know of an email program that will mail a list of people one at a time?

Anyone know of an email program that will mail a list of people one at a time? Outlook and other email programs will place the entire email list at the top of the message so the user has to scroll through a long list of email messages before getting to the actual message.. Thanks for any help in advance.
