Anyone know of a simple file management perl script for their website?

I got to thinking of this for my website. My dad has a hard enough time trying to get around the internet. Now he wants to start ebaying. I am in no way going to try to show him all of the hoopes and hurtles it takes to get into my website, upload his files for ebay, delete them, or rename them. Is there a simple perl script out there somewhere that I could load onto my server that would allow him access to one directory to add/edit/delete files from my site but only in his home directory? Thanks.
