These are the 3 cheapest cards I found on pricewatch that are pci and have tv-out

anyone have experience with them?

 
No experience (under Win2K) with those particular (old) PCI cards, but I think you'd be better off with a cheap GeForce2 MX card that has TV out. You'll at least have decent Win2K and a little GPU power...
