you just make it a long exposure pic. If the shutter remains open longer you see all of the light that it captures while its open. As a result, moving things get blurry...or in this case you see the star that this person wanded into the air.

You can do some really cool stuff with long exposures. Just make sure the conditions are right and you have a solid tripod/head. One cool thing that I have done is have a someone write something in the air with glowsticks and you will see a blur of light that outlines their strokes without seeing the person doing it.
