Anyone know how to setup a blue screen on a computer?

I need to find a way to do it like they do on tv. I know it CAN be done, i just dont know how. Does anyone out there know how? For those of you wondering, its for a school project. I heard that Adobe Premiere 6 will do the trick, but i cant find that trick :p Any help is appreciated. Thanks for your time.

You can do it in After Effects, but you're not going to find anything that can do it well, for free.

Well, anything that's legal, anyway. :)

I had a whole explanation typed up, then i clicked close for premiere which was above the IE window, but it wasn't maximized, so i closed what i typed! RAR!
ok, brief summary of what i typed:
get your video with the screen imported into Premiere, and put it on Video 2 or higher. NOT Video 1a or 1b--doesn't do tranparency.
Right click on the video while it's in the timeline, and choose Video Options>Transparency. then click on None under Key Type, and choose Blue Screen. Play with the sliders for the effect you want.
