More seriously though, if being cheap is the most important thing to you, then get a set ot snow chains (if they are legal in your area). Chains are a hassle to put on and take off, but they are probably the least expensive solution. As far as snow tires go, Bridgestone Blizzaks are widely regarded as the best snow tire, especially if you get a studded version. Blizzaks will probably run $80-$100 per tire though.
