I'm aware of fraps/camtasia. I'm also aware of sdi and etc..

This is NOT for anything HD. I need to capture 1280x1024 and 1024x768 video from the pc.. camtasia makes it look like crap, I'd like a hardware solution.. however it seems pointless to convert it to sdi since it will not be HD

You'll have to use a HD capture card like the Dvico fusion.

Furthermore, you'll need a VGA->component converter box, and you'll have to run your monitor at a supported HD resolution by both the Dvico and the monitor you're playing on, likely 480p (640x480 60hz). 720p is 1280x720 60hz, and your regular monitor may or may not support it. At any rate, it's a widescreen resolution.

I think there's a firewire capture box floating around with component video jacks, but I'm not sure if it supports capturing progressive scan video or not.

At any rate, a fair portion of your money will be spent converting VGA->component, and AFAIK there's no way around it - I've never seen a VGA or RGB capture card that did progressive scan.
