The ABS doesn't work that way. If it is working properly NONE of the wheels will lock up at all. Most ABS Systems are 4 channel and each wheel is controlled individually.
I don't think that's the case. If one skidding wheel activated anti-lock on all the wheels then the other three wheels being nowhere near the limits of traction would have their braking reduced by switching to anti-lock when it's not needed and more grip (the limit of traction) is available without it

4-Channel ABS systems have 4 wheel sensors and 4 valves and thus can brake each wheel independently. It's true that there are systems with fewer channels, but I get the impression that 4-Channel is the norm.

Worst-case the brakes are channeled per-axle, so changing the brakes on a single axle won't result in weird braking behavior or loss of control as you stated.
