I don't think that's the case. If one skidding wheel activated anti-lock on all the wheels then the other three wheels being nowhere near the limits of traction would have their braking reduced by switching to anti-lock when it's not needed and more grip (the limit of traction) is available without itThe ABS doesn't work that way. If it is working properly NONE of the wheels will lock up at all. Most ABS Systems are 4 channel and each wheel is controlled individually.
