At least that's what I believe is spoken in Iraq. What's spoken in Iraq? I've got an image of a non-classified government document. It's completely random. I see these documents all the time and all of a sudden there's this @$)(*^!(#$&!(&$~!!!! text in an image incorporated into the document. It's a solicitation for business and it says that certain vendors in certain other countries are allowed to quote on it, but I want to know what this chunk of text means.

Anybody?
 
There are several dialects, like there are several dialects of Chinese. As far as I know, it is all written the same though.
