im starting to add some speed work to my bench press and im liking it. I wanted to start using chains also to help make some gains.

I looked on rogue's websites and they sell 5/8's chain kits and all....but i was thinking i could buy them myself and save some shipping. However the local home centers only go up to 3/8's chain....and im not sure what kind of lengths to buy and how to secure them to the bar.

Anyone have any ideas?

Get a smaller chain to go around the bar,
Carabiner to attach to the small chain that goes around your bar and to attach other chains on to.

As for height, look at how high your bench is and where your hand is. I'd say that was at least 80cm depending on how wide your grip is.
