how many people are we talking? I think it would be much more likely that they go if you talked to them in person about it

other people usually send emails out so I'd rather just send it like them and forget it. Up to them if they want to show or not

If you want them to go, send the email and mention it in person since I assume you work with them. if you don't really care, just send the email and forget

email is good, however; mention it to the bar/place ahead of time with a headcount. You don't want to show up with too many or overlapping another large event sometimes.

Also sometimes you can get some perks (VIP area, drink specials, etc).

My friends are a bunch of alcoholics 🙂 It's not rare to get a happy hour invite via text message.
 
You're overthinking this. Just ask a few people if they're interested on a certain day, and if it looks like a few people will go, send an email out to everyone else. That at least gives you an idea of what day is convenient for most. You work in Rosslyn, right? Continental has a pretty decent happy hour and is a fun place, so if you can walk there from the client site, all the better.

It's hard to screw up a Friday happy hour, but don't take it personally if people can't or don't want to go. It just happens, although in consulting you'll tend to get more takers because there are more people you work with that live to work and not vice versa. I don't go to a lot of work functions myself, even though I do like my team. It's just that when the end of the week rolls around, I'd prefer to spend time with the people I haven't seen for 45-60 hours that week.

It's very common for people at my work to schedule HH's with each other (individuals or groups).

We have a "social committee" here @ work that plans all this stuff for us. I just wait for emails from people like you.
