Anyone halfway proficient in Latin?

Ars metus is correct. Metus is a fourth declension noun, so it's genetive case ends in -us.

..actually, now that I think of it, I don't know if this is a case for the genetive. It's been too long since I've taken Latin, I don't know.
 
It sounds good but in 4th declension nouns the macron over the u is important or else it could be confused with nominative singular.
I dont know how to put a macron on the computer but it would be Ars Metu(-)s

It sounds like you want something more like "the art of scaring", which would be ars territandi, I believe.

There may be macrons in textbooks, but in actual latin there are no macrons.

In fact, there are no u's either. Most were written as v's.
