Anyone get the Bob Brinker Newsletter?

I went to his site today and it showed there was a bulletin. When I went back in later the site said that there was no bulletin.

Anyone know what's going on. Is there a bulletin or isn't there one?

If he issued a bulletin, I'm assuming he's putting out a buy signal although he has said earlier a buying opprtunity should present itsel later this year or early next year.
