anyone familiar with acquiring expired domain names?

A domain I had once registered expired then got grabbed by someone else out there who did nothing with it, probably just hoped they'd get money for it. Anyway a year went by and it expried again back in january so I'd like to get it back for some reason even though it expired I still cant grab it... how long do I have to wait? here's what WHOIS says:

Good question.

Out of curiosity one day I decided to check and see if valueamerica.com was still registered. It was, but it had expired. I checked every day for about 3 months until I went on my honeymoon for a week. Guess when it was finally released 🙁

What really pissed me off is godaddy advertised I could back-order it and then when it was available they would snatch it up. I purchased the backorder and tried to apply it to that domain but they said it wasn't applicable 😕
