While surfing the net and download from an FTP- suddenly everything goes choppy. All my icons become garbled as if they were in 16 colours. My Cpu usage is thrashing from 60-100%

I'm running Win2k on a Asus P4T-E, P4 1.7 Ghz and 256 Megs Ram. My video card is an Inno3d GTS 2. I'm running 22.50 drivers, could this be the problem?

 
What FTP program?
I know CuteFTP has an issue that can cause inflasted memory usage and processor utilization when utilized with a P4/I850 combo.
