anyone else's x1900 make crazy noises?

Yes, definitely. I tried 3 different power supplies that all resulted in the same buzz/chirp noises. I used the following:

enermax liberty 620w
seasonic 600w
ocz gamexstream 600w

Reasonably good PSUs.

The noise is coming from the toroidal chokes. They are used to clean the high frequency interferance from the DC-DC conversion, since your GPU doesn't run on 12 Volts.

They are encased in a SMT (Surface Mount Technology) plastic case to make it easier for the assembly machine to pick up and place, although this is also commonly done by hand. It looks something like this and click on the image on the right for more info on this page.

My x1900xtx make the hard drive sound at the server screen for BF2. If I scroll up and down the noise stops. That is the only time I have ever heard it though. Its good to see I'm not the only one because it was driving me nuts! Maybe its the vender of the card. Mine was made by ATI.

Don't know what to tell you - I've never experienced any of the strange sounds you are having with multiple X1900 XTXs' on multiple systems'. "Strange that I have not felt it"...

Can't say I've had that happen with my X1900XTX. I only had the stock heatsink and fan on for a little bit though, but even in that short time I never experienced it. Try an aftermarket heatsink and fan, they're pretty inexpensive for the most part and do a good job--plus you wont have to deal with a loud fan or whatever else might be giving you a problem.
