Basically a computer algorithm that puts people in to their highest ranked program, and then uses the programs rankings to either keep people in or bump them in favor of more competitive candidates. So if a program wants you more than another applicant (higher on the program's rank list), than you go down a slot. Let's say there is only one slot, then you don't match at that program and you go down to your next ranked program. Poor explanation I know.....

If you don't match, then you try to "scramble" into an unfilled program.
