At least one of Telnap's servers got hit by a hacker yesterday morning. The server was pretty much toast as were most backups. At least this is what I was told in an email regarding the downtime.
The server is up again (as of mid-day yesterday), but I think some folks's sites got nailed pretty bad.
So I would think they are very busy doing damage control. I have generally been very happy with the speed of CS. Don't know if your case is unusual or not.
You can always IM the founder of Telnap, who has posted in this thread and uses the same IM handle.
