Yes. The forums were down for (guesstimating) 10 to 15 minutes for me, due to these errors. :(

I had the same problems too. The main site was down as well.

The PCA site was moved to another server a few days ago and there have been a few issues over the last couple of days. It was down a few minutes ago but seems to be up now. Hopefully these issues will be resolved soon. :)
