Anyone else annoyed by those motor scooters?

I swear, I am about to put on my running shoes and chase those SOB down and beat them over the head with their motor scooters. Those things go maybe like 10mph but they make noises as if they are going 100mph. I paid a premium on the location of the house to live in a really quiet neighborhood, and these kids are ruining it with their damn scooters. There are several public parks within 5 miles of here, why can't they just go there? Is there any legal ways of stopping this?

Nope.

The best you could do is call your cities local bylaw department and hope that some part of the local noise ordinance applies to motor scooters. (unlikely)

In california, it is illegal to ride them if you are under 16 and it is illegal to ride them on sidewalks. You don't need a driver's license, though.

If you live in a gated community without public streets, it wouldn't fall under those laws (I don't think)

There were a lot of them in my town in NJ and it turns out that A) it's illegal to ride them on the sidewalk (motor vehicle), B)if it's legal at all it qualifies as a moped (must be 14yo, licensed, insured and registered) and C)getting one registered would be about impossible because of the lack of basic safety features.

Upon publication of this discovery in the newspaper, the scooters instantly vanished.

Yep, they're fscking obnoxious. Not only are they loud and stupid looking, but everyone I see riding them in nyc thinks they don't have to stop at redlights if they're on them and almost run over pedestrians. :|
